Improve boot time for instances with a big count of DHCP servers

Description

Hello!

Currently, tests show that during booting applying configuration for one DHCP server takes approximately up to 2 sec. For instances which run a DHCP server for several hundred interfaces, this leads to a very long time of booting. For example, booting router with ~400 interfaces takes up to 20 minutes with modern CPU and even more if the CPU is not very powerful.
We need to improve the booting process for such instances.

@zsdc Can you please provide a relevant config snippet? I won't have a system with 400 interfaces, but I try to measure the difference with 4 to see if it exponentially increases the boot time.

In Attachment vyos configuration with 298 Vlans and 298 DHCP servers.

Every commit takes about 11 seconds
A reboot takes about 12 minutes to load all vyos configuration.

My system takes 6 minutes to boot, and it only has two DHCP servers and about 12 interfaces.

It's a bare metal D-1521.
