There are scripts that run early in the boot process so that certain parameters that require a reboot are set to accord with the value in the config file; this avoids an inconsistency, say, caused by committing but not saving a working configuration. The script responsible for conntrack hash-size is dated in several ways: it supports configs for which compatability will be dropped (T805); it refers to config syntax that is to be deprecated (T1334); it no longer needs to invoke cli-shell-api.
