Remove LLDP-MED civic_based location information

Description

LLDP-MED civic based location can be specified on the commandline but it is not configured down to LLDPd - and never worked on 1.2 (1.1???)

This has been verified by checking the LLDP frames via WireShark.

Also there is a coordinate based location information which is much easier to configure!
