PPPoE IPv6: remove "enable" node

Description

The PPPoE interface has an additional enable node under"ipv6" which is superfluous.

IPv6 enable can be considered once the ipv6 node is present.

Use config migration to remove this node.

Do I only need to execute the following commands when I want to start ipv6?

set interfaces pppoe pppoe0 ipv6

yes, specifying "ipv6" has the same effect as "ipv6 enable"
