OSPF does not convert the area to NSSA

Description

The simple topology. Basic OSPF configuration. And redistribution of 1 static route.

As result the external route will be advertised in LSA type 5.
If we configure R2 and R3 with command set protocols ospf area 1 area-type nssa it will not lead to change LSA type 5 to LSA type 7 on R3.

But if we save configuration and reboot R2 and R3 the command set protocols ospf area 1 area-type nssa converts to set protocols ospf area 1 area-type nssa translate 'candidate' on both routers despite this command should be applied only on ABR. After reboot LSA type 7 appears on R2 and R3, but on R3 external route also presented as LSA type 5 what shouldn't be.

Event Timeline

Yes, it is the second part of my appeal. But the first one is that set protocols ospf area <number> area-type nssa command does not work at all. It does not lead to generate LSA type 7.
Only after reboot the nodes in NSSA start working.
But I think it does not makes sense try to fix something before FRR will be fixed.

It seems fixed for rolling release 1.4 because soft has been moved to FRR7.5.1
Of course it is not fixed for rolling release 1.3 (and as I understand won't be) due to FRR7.3.1
