DNS Forwarding - reverse zones

Description

It would be nice if there would be an option in CLI to set the PowerDNS serve-rfc1918 to off, thus enabling upstream (local) DNS server(s) to be used for reverse lookups.

With default option, 10.in-addr.arpa does not get forwarded to the upstream server(s).

Tested on 1.4-rolling-202101280218.
