Add NHT support in vyos

Description

EBGP in vyos does not work if both the peers are from different network and there is no route installed for peer ip. In short there is no support of neighbour discovery via default route. We can add this through FRR(ip nht resolve-via-default)

It not only bgp option.
It global option.
