udev net.rules not installed in image since may 2nd

Description

Since rolling release vyos-1.4-rolling-202105020417-amd64.iso the udev rules 65-vyatta-net.rules were not installed into the image. This was due to a historical accident: at some ancient point, the udev rules were moved from /etc/udev to /lib/udev and a cleanup function of /etc/udev was added (vyatta-cfg-system fb84d7e91). With the recent move back to /etc/udev (vyatta-cfg-system 5fb694405), the antiquated cleanup function was now removing the installed udev rule. This only showed up last week, apparently, due to changes in the order of package install due to changes in dependencies. Remove the unnecessary cleanup function.
