Overwrite default config ntp settings when custom ntp servers are provided.

Description

If the ntp is left empty on deploying a vmware ova there can occur some timing issues ans the ntp default config is empty.
We will put the default vyos ntp servers if the ova config is empty to remedy this.

@UnicronNL I would like to put default values in the config.boot file, and overwrite them from Cloud-init if a customer provides custom values.
