Move the contents of the vyatta-util package to vyatta-cfg

Description

The vyatta-util package contains /opt/vyatta/sbin/ipset-check-member and /opt/vyatta/sbin/vyatta-validate-type along with libvyatta-util.so which appears to be used only by those two files.

vyatta-validate-type is references by over a dozen nodes and cannot be removed right away (it appears to be duplicating vyatta-validate-type.pl functionality, but this needs investigation). ipset-check-member is used by a handful of nodes.

While the files are useful right now, the package contains nothing else and is thus creates nothing but mainteanance burden. Functionally, those files fit in vyatta-cfg and I think they should be move to there to consolidate the legacy code.
