I've done a bit of fiddling with this today on a test VyOS 1.2.0-rc6, Attempting to set a custom option and pass it through to the leases file. Unfortunately I wasn't successful.

I submitted a patch for this in https://github.com/vyos/vyos-1x/pull/56.
I have tested, the reason may be that your interface and the switch have not been UP. The route leading to the default route or L2TPV3 PEER address does not take effect. The ip l2tp command does not work.
This can be configured without any network cable. To configure L2TPV3, you will find that it is unable to commit.

It's worth mentioning (which may or may not be related), but it seems like every other upgrade randomly takes out my SNMP config. But it doesn't happen on every install. Redundant routers installs (identical in every way except for IPs and and priorities), will have router1 lose its config, but router2 and router3 will be fine.

Uses now journalctl to display all og messages as well as separate auth/authpriv messages.
T123 addressed exactly this issue but we not yet have agreed on a CLI yet. I do not know if it's safe to enable it in generall.
Ok I see, RC6 is now on kernel 4.19. Very nice!
@oliko unfortunately I did not getting it to work buw it seems that it's due to lacking support in FRR (https://github.com/FRRouting/frr/issues/2350) and it is on the feature request page - we should get it with newer FRR releases.
I believe this can now be marked as resolved.

I saw the change to kernel 4.19.0 (LTS) in VyOS-1.2.0-rolling+201811061700. Just updated to this version and tested again. The packetloss is gone again in this version (same as with kernel 4.18.x)! Tested with mtr and PING (small packets).
@UnicronNL kernel in use is now 4.14.75-amd64-vyos

I'm doing some testing before re-publishing. Looks like whatever was broken with the codepage cp437 error was resolved.
