pppoe-server: Cannot disable CCP

Description

Does not possible to authorize with MS-CHAP-v2 and enabled CCP. In CLI we can only enable CCP which already enabled by default

vyos@R1# set service pppoe-server ppp-options 
Possible completions:
   ccp          CCP negotiation (default disabled)
