rsyslog - Not working when using facility=all

Description

To reproduce error:

set system syslog host x.x.x.x facility all level 'all'

After commit, check service status sudo systemctl status rsyslog and error is printed:

Nov 01 06:56:50 R03 rsyslogd[8949]: unknown priority name "all" [v8.2302.0]
