Increase configuration timeout range for service config-sync

Description

The maximum timeout for service config-sync is 300 seconds (Connection API timeout).
It could not be enough for the real massive configurations, so I propose to increase it to 3600

vyos@r15-left# set service config-sync secondary timeout 
Possible completions:
   <1-300>              Connection API timeout
