ping flood does not work as unprivileged user

Description

vyos@R3# run ping 10.0.1.2 flood 
PING 10.0.1.2 (10.0.1.2) 56(84) bytes of data.
ping: cannot flood; minimal interval allowed for user is 200ms

For correct work ping with -f need the privileged level (sudo)
Propose to add https://github.com/vyos/vyatta-op/blob/current/scripts/ping#L54
