It is impossible to use dmvpn + l2tp at the same time.
When it is configured together it can't determine for which protocols it should use selectors (any/any).
A similar config is present for site-to-site
set vpn ipsec site-to-site peer foo authentication id x.x.x.x set vpn ipsec site-to-site peer foo authentication remote-id y.y.y.y
Proposed syntax:
set vpn ipsec profile NHRPVPN authentication id set vpn ipsec profile NHRPVPN authentication remote-id
