Tested in the latest rolling release with both ipsec configured as tunnel and transport mode . As suggested in the above comment, with the correct close-action setting configured in both the initiator and responder side, then no duplicate child_sa are noticed.

I was able to reproduce the issue in the lab. In order to avoid an automatic assignment of RD after the interface flap, you could add a dummy or loopback interface to the vrf and define it as router-id in your existing configuration, For example:

ipsec statusall will not show any details in the latest rolling release as the ipsec.conf backend is deprecated, and swanctl.conf is being used now. Strongswan 5.9.8-5 package is installed and also charon daemon is replaced with the charon-systemd in this version.

zone policy has to be assigned to the firewall rule, that's why the commit failed.
